To further explain the various ways you can open a pay-pal account, i opened one with my phone in presence of a guy who had doubts it wasn't possible from restricted countries, using an opera-mini browser, because opera-mini mobile browsers also uses their servers which are mainly Norwegian. The only point i see as restrictive is if you're trying to open a paypal and you don't have some basic information's correctly that's when an account cant or wont be opened for you, an example, paypal asks your country and your reply was united states, you're now being asked for zip code and post code and you're typing those of any other country other than the country you filled that and that alone is when your request gets rejected. for those of you from west Africa, I'll advise you use our sister country, South africa, its more easier cause there is no zip code for south Africa only post codes, which begins anywhere from 2220-4400 or so, note too that these post codes are all associated with regions too, eg cape town, has its post code different from other regions etc, the basic concept is you adding the area your post code is located at the back of the code. eg 3490 cape town.
